I actually think she is taking them off.
Look at how her hand is holding her shoe on. She cant pull the knickers up over that hand, they could only come down over the toes.

That assumption is made looking her actions.

OTOH - it really does look as though she is pulling up with her right hand - maybe her other hand is there temporarily to keep her knickers from dragging over the sole of her shoe?

But then again - maybe we should give weight to your experience as a woman of taking off your knickers whilst standing up, wearing shoes?
