Involving mass evacuation, yes, that is really strange. I take it you know what causes CO?

Quicker, less stressful, simpler all round - to ventilate, trace the cause of the CO, and turn it off.

They are not strictly calling it manslaughter; the deaths were still likely caused by a CO leak - the police have arrested a 60 year old woman on suspicion of manslaughter.
As the detective chief inspector said, this would also cover manslaughter by gross negligence...

They say it’s a 60 year old woman. I know there are women gas fitters but seems unusual.

My post was mainly there to show Harry a link between CO, and manslaughter by gross negligence.
We have no idea if the 60 year old woman was a gas fitter or not, but possibly more likely, that she could be a manager/owner - the same applies regarding arrest due to suspected acts of ommission, or gross negligence though.

Depends on the nature of the heating and ventilation systems, and their foreseeable propensity to propagate toxic fumes.
