The old technology of punishment is what works. Start arresting and jailing these drivers; apply this consistently and mobile phone use whilst driving will soon drop and joe public will start to take a highly moralistic view against drivers who do it. It worked with drink-driving.
 
Next they will have these mobile units patrolling residential areas that are able to see into yer house / building to see what yer up to

Probably under the control of yer local council

Every new car will have some type of tracker device in built into so as to track your were a bouts
Many new cars do have them regardless of whether people pay to use them . Also are the eu not going to put speed limiters into all new cars in the next couple of years

It can be equally argued it's very much needed. More and more vehicles on the road with a seemingly ever increasing number of impatient drivers.

Correct, but it's what is done with them once caught that makes the difference,

With appropriate punishment (which is cheap) fewer will commit the crime, meaning that high tech (expensive) methods of detection will not be neededd.

I don't know, but the consensus on here appears to be that using a phone whilst driving is a major cause of road accidents, and statistically, white van man has the lowest number of accidents.

I have always been surprised by the fact that you can pop a bluetooth headset on and merrily call away to your heart's content..but touch a phone and you are a sinner facing the wrath of man..I forget to turn off bluetooth and when i get in my vw passat it surprises the life out of me by binging and reading out emails and messages, who thought putting google assistant in a bloody car....

If we are going to let people use a phone in a car make it mandatory to have a wireless phone connection in a car for the MOT.
 
Produce cars that have a Faraday Cage effect.
No signal getting through means no one can use the phone. Get a proper satnav if you need one and, if you really must have music, a decent radio, (but one with buttons that you can feel, not these touch screen things!)
