He merely points out that the person is committing a crime, records it for evidence and then reports it. Cycling Mikey does not cause the phone crime and does not commit a crime himself. We need more people like him...we used to have more people like him... we need people like him in the Police Force.

Cycle Mikey used a camera available to anyone, no need for the police's high budget hi-tec. Crucially, Mikey is on a bicycle - why can't the police go about on bicycles, nipping up in between lanes and catching the villains unaware?

Or maybe they could use tech to catch such offences and leave the manpower to focus on other stuff.

More police might help. Not sure the Tories agree though

Zzzzzzzz you could double or quadruple the number of police but it will not make a difference if the courts and prisons remain as lenient as they currently are.

until detection rates and sentencing increases then little or no attention will be paid to the prisons. Low manpower is the driver of the real issue

Get yourself a Hi-Viz, a laser lever, (without the batteries in), a tripod and stand yourself on the bridge overlooking the flow of traffic.
Just the sight of someone standing there with, what looks like a speed trap device, will certainly slow a lot of them down.
If anyone in authority comes along and asks what you are doing tell them you are on your way home after getting your leveller back off a mate and just taking a rest.

Your Police know that if they sit at one of the entrance/exit routes of any housing estate from 06:00hrs, then at least 1 in 5 drivers will be over the drink driving limit. This figure slightly increases with the average income of the estate. Yes folks, the council 'sink' estate would score a lower average than the 'executive style 4 beds semi developement in a nice rural area'.

Said this, I am on the road everyday and see how much distraction mobile phones cause.
You'd see it more if you were on a motorbike filtering between two lanes of slow moving vehicles. I can tell 50 yards away when someone up in front is on a phone - they suffer 'lane creep' and don’t get me started on those that smoke weed and drive - at the beginning of spring when many people are driving with their windows open, I can smell it several cars back before I get to them. If a cop on a bike was to filter between the traffic in rush hour, they’d get someone every half mile I'm sure of it.
 
Which is a part of the problem. Be honest with yourself & ask the question of how many times you got behind the wheel the next day & you were probably still over the limit?
What about when you have the rouges, vagabonds and ne'er do wells round at Dork Towers on your weekly get together and demolish 5 bottles of whisky in one sitting? All walk home do they?

You appear to be arguing against your own assertions.
High technology can do several important tasks:
1. It can automate the detection of several offences, NPR, Speeding, parking, restricted access, etc. This frees up manpower for other tasks.
2. It can automate the application of FPNs and subsequent processes. Again freeing up resources.
3. In automating, it produces a greater detection and penalty rate. This aids the application of the laws.
