Its odd that they struggle with the difference between things they are supposed to monitor and record (e.g. hate incidents) and things that are crimes e.g. robbery.

Not so. The reason he thumped her was because she refused his advances/wasn't turned on by his cat-calling. That was based on sexual interest because (presumably) he wanted to get to know this woman in a sexual way.

Had he thumped a bloke for no sexual reason, then it would be assault.

I think you are forgetting that it might have been be for the same reason.

Of course, if it had been for the same reason, the thump might have been the other way round.
