The problem with that approach is that you will never reduce the very real problem of racism, sexism, etc in the military while it is excessively dominated by white males.That's the whole point of the OP. The recruitment officer wasn't prepared to prioritise one ethnic group over another or at the expense of suitable Caucasians. If you're good enough, it shouldn't matter what your colour or creed is.

You need diversity to correct the culture and to have a public image reflecting an equal and fair organisation. You can only achieve that initially by making adjustments to your recruitment policies. Without those adjustments, the organisation will continue to be perceived as a racist and sexist organisation dominated by white males, and not representative of society.
Once the organisation has rid itself of its racist and sexist, etc culture, then the true meritocracy can be applied.
