So I'll ask again. You turn up to change the custards room stat, and the green and yellow has been oversleeved and used as a switch wire. Will you change it or rip the custard off by insisting it's re-wired at great expense, not to mention the decorating bill.
Why do you keep asking, and going on about it? You're convinced that you're right and you believe that you have official expert confirmation that you're right. ... so why don't you just get on with your life and practice what you are convinced is acceptable? I can sleep well at night thank as what you think is irrelevant, you're not even a sparky so why are you arguing about a topic you are not competent to even offer an opinion, let alone quote regs you google'd for.

Maybe you just need something to occupy your time, then. You know that you are right. You know the views and beliefs of those who have participated in these threads. You know (or should know) that those views and beliefs are not going to change, and you also know that your view that you're right is not going to change. So, as I asked before, what on earth do you hope to achieve by going on about it? If you think that people are going to change their views if you state your case, and ask your questions, enough times then, with respect, you're just plain daft.

It's very naive to believe that one needs to be an electrician to have an intimate knowledge and understanding of the regulations which apply to that trade - but, in any event, my personal opinion about the regs is irrelevant. Plenty of people who are electricians have expressed their opinions, and, as someone with a keen interest in human behaviour, I am primarily interested in discovering why you are behaving in the way you are.
You don't have to have sat through years of college to give advice on a DIY forum.
John knows far more about electrical installations than plenty of so called electricians.

FWIW, I could not bring myself to do it, as that cable could be tapped into somewhere along its length and a connection made to the green/yellow conductor.
It would be reasonable to assume this conductor to be connected to earth.

I agree, and also wouldn't do it for that very reason. However, as we have agreed, the practice of oversleeving a G/Y only at its terminations, so as to use it as a live conductor, is not, in itself, non-compliant with BS7671 - but the installation as a whole would be non-compliant if one can't find some other way to run a CPC to whatever is at the end of the cable.
