Drill can't go through external wall

I am trying to drill a hole to insert a fibre extension cable from the outside to the inside of a brick wall. This wall is part of an extension built between 1989 and 1995. I have a Bosch Hammer drill, that never had any trouble going through brick.

But now it's really stuck - it goes in about 15 cm and then hits something hard, possibly grey (I shined a light in there). I tried to drill 4 holes in 4 different locations and heights, and it's always the same problem. If I do it for too long, it seems like it's getting stuck, and it's hard to pull it back.

I went to look at it from the outside of the brick wall, and I saw that there was already a drilled hole, which was filled back and not used ( there was a small "lid" of filling that could be taken off), possibly because the previous owner had also found difficulty in drilling through?

Does anyone know what this hard stuff might be?

Drill bits can get caught up.in insulation, but I agree: SDS is the way forward.
 
Unlikely (but not impossible, I agree) to hit restraint straps in four different locations.
