I think it is a bad idea, but not such a bad idea that it has nothing in it. It is a talking point, and I do think it is a good idea to try an prevent birth to in addicts, simply because the harm done to the baby.
Long term contraceptive which are not permanent is the way to go. Money should not be to the only incentive used. I think needle exchanges, and drugs charities should encourage the addict to use contraceptives, which they will supervise the taking of, but also encourage many other things, with the money rewards happening only after some progress.

An addict will think of the cash for their next fix first, and the consequences later, so that brings into question the questions of social and economic control for the 4th Reich. A drug addict cannot be rehabiliitated, and should not breed, as they are a lower class of person than the next man. So power to the pure breed? I think not. There is no social divide. A person is a person, no matter what creed, colour or persuation, or addiction, following, or trend. But people are easy to judge.

a better scheme would be compulsory junky euthenasia. It'd save the taxpayer billions every year and make this scheme redundant too.
