The gas pipe coming in from the street is plastic .

It should be steel, if it is plastic ring the gas emergency number 0800 111 999.

well i watched them put it in last year ..its plastic....from the meter to the pipe in the street is plastic .

I know all the pipes (5) in the y plan must be all connected together ..with clamps and earth wire.

Totally pointless. They are already electrically connected via the valve, boiler, radiators and so on.

Connecting them with pieces of wire will do nothing, isn't required now and never was.
