Guess what the EICR code in a rental property claims to be and what the £400 plus vodka repair "by December 7th to comply with the law" is.

Now I must point out there was absolutely no sign of water or damage to the CU or the cupboard containing it,
The tenant pointed to the repair to the ceiling due to a leak during lockdown, some 15ft away from the CU and not aware of any problem since, didn't have a clue why arrangements had been made for my visit.
I was then taken to the bedroom above the ceiling repair where where we moved a dressing table and chest of drawers to allow us to move the double bed to reveal the pair of doors for an opening 2ft square to the triangular space they called the 'side loft' created by the chalet style roof, we removed boxes and suitcases, to reveal the 2 chrome isolating valves with absolutely no evidence of leaks.
The bit of T&E is in intimate contact with the pipes, lifting the offcut of carpet and the loose floorboard (under instruction) revealed the 2 gate valves, one of which is very green but totally dry. It looks like is has been repaired with PTFE tape, the rag under it released dust into the air when I touched it so no sign of recent wetting.

Tenant said the space was open on the day the EICR was done and almost empty as they were getting Christmas Decs out, he looked in there but they were not aware he gained access to the valves. Nothing else to fit the description and above the CU cupboard is a bedroom with the radiator the other side of the room but again no evicence of leaking.

A pretty crazy story, but I'm not sure how you expected any of us to be able guess the nature of the 'C1', since I don't think we were given any reason to know, or even suspect, that there was a CU below that (not leaking!) plumbing :)

Well if it's any consolation, not being able to find anything relating to the report I was as confused as you. I did manage to reroute the T&E against the pipes while I was in there, which I would have accepted as a C3.
 
I would report the author of the report to trading standards, AND if they claim to be a CPS member - to the appropriate one too

My report has gone to the Electrical company engaged by the agent, one of the bosses sits on committees for NICEIC, IET and I think NAPIT so yes it will go straight in , closer to the top than I can do.
 
Very true - but, even though that would not be hard, it's not really something that I would expect any 'electrician' to be quoting for ;)
One must remember that many tradespersons are multiskilled, or at least their employers are.
One on my PAT qualified operators is actually a lifelong carpenter and the very first PAT person I knew was Patricia (so yes it took me a while to get around that educational error) was one of the companies cleaners who went around to their numerous sites. The expression PAT testing made so much sense at the time until Ruby also did PAT testing:)
Many heating 'engineers' are electrically qualified, afterall there is a lot of electrics in virtually every form of heating and don't forget a few years ago there were not enough plumbers so other trades turned their hand to pipe fighting as the day rate soared.
