The expansion of the initial ULEZ from the boundaries of the North and South circular roads to cover all outer London boroughs was Khans decision and Khans decision alone. He has said it enough times. Why do the Tory haters continue to pretend that it had anything to do with the conservative government? Do they think if they say it enough times it will become fact?
