It's so far from being in the same situation, it might as well be different continents.
You can have pockets of heavy pollution, where traffic is concerned as is shown with certain stretches of busy motorways and their respective speed restrictions. It's very idiosyncratic where there are concentrations of vehicles, coupled with geographical conditions.
