You assign the non compliant ones to the coasts and replace as they age out. They last 7 years on average, so we'd be looking at 50% by the end of their exemption even without any deliberate activity. It's a nonsense headline.

Two men have been arrested by counter-terrorism police after the explosion of an ultra-low emission zone (Ulez) camera which damaged nearby vehicles and property in south-east London.

I do question the actual values of the damage they're doing. Replacing one of them can't be cheap and there's a £5,000 threshold for some criminal damage categories. Although I don't remember the details

The avg cost to repair one is around £13k, based on the £10M claimed divided by the number destroyed/repaired according to "July's Ulez map" They apparently cost around double. Seems a bit expensive given the technology involved.

Damage over 5k is either way offence, which is probably in the accused interests as they can opt for trial by jury. Under 5k and its magistrates rubber stamping conviction machine.

As a reminder they have been charged with conspiracy - not red handed as such.

I doubt a jury trial would end well for people setting off IEDs in the streets.
 
agreed - but it depends what they were using to make their bombs. Modified fireworks or fertiliser, etc would be my guess. Hard to prove conspiracy without first proving the link. I suspect counter terrorism plod have infiltrated them.
