Yup without wanting to stereotype, I've looked closer at his reviews and seems to have done jobs round the country.... So I'm a bit concerned about the repurcusion of paying nothing.

Debt collectors need a court order in place first, which could take months so just an idle threat from a legal point of view.

That is what I would do - get vehicle registration details + take photos of them if they return. Unlikely if they are travellers, but you can check if their vehicle is taxed, MOT and insured at - https://www.gov.uk/check-vehicle-tax and https://ownvehicle.askmid.com/

True, which is why I would read it as a threat, and suggested informing the police.
