How should a new EV charger be connected (Ed.)

The 'outdoor' consumer units have an openable door so that the devices within can be accessed. Opening it will expose the devices inside to whatever environment it is installed in.

Then there is the question of whether the end users of it will close that door properly or at all.

Its how cables enter and exit these which cause problems

Have you not seen the EV CU's covered in labels outside peoples homes? Not labelling the circuit but warning of 240v etc .......
Yes, I have seen such things outside people's homes, and I've also seen them inside people's homes.

However, I've never heard such things referred to as "labelled CUs", which is why I asked what you meant!
 
The other unpopular method, but a sensible compromise is to fit the CU into the meter cabinet. Or fit a second meter cab.

Not much room in modern house meter cabs though.

Via the cloakroom does seam sensible depending where you want it on the drive.
