I can see scope for debate there. It says that a landlord must "...ensure that the electrical safety standards are met", and defines 'electric safety standards' as "... the standards for electrical installations in the eighteenth edition of the Wiring Regulations, published by the Institution of Engineering and Technology and the British Standards Institution as BS 7671: 2018(3) ...". I can see some arguing that "meeting" the standards published in BS7671 means "complying with" them.

Indeed. There should not br 'scope for debate' about the meaning of legislation. Mind you, if there were not such scope, there would be much less for Courts and Judges (particularly Higher courts) to do :)

I think you are both right, inspected to (not complying with) really infers a relative safety rather than an absolute safety so yes the knowledgeable inspector decides to what extent they consider it safe/satisfactory just like they normally should do with an EICR today.
I am meaning relative and absolute to the intentions of BS7671 in this instance as the standard we compare to and that does not imply that I am saying that BS7671 is relatively or absolutely safe in itself - personally I see it as a pretty good yardstick to compare against in itself but yes it throws things open to individual interpretation of inspectors, some of who are very good and some of who are not.
