I can see scope for debate there. It says that a landlord must "...ensure that the electrical safety standards are met", and defines 'electric safety standards' as "... the standards for electrical installations in the eighteenth edition of the Wiring Regulations, published by the Institution of Engineering and Technology and the British Standards Institution as BS 7671: 2018(3) ...". I can see some arguing that "meeting" the standards published in BS7671 means "complying with" them.

Indeed. There should not br 'scope for debate' about the meaning of legislation. Mind you, if there were not such scope, there would be much less for Courts and Judges (particularly Higher courts) to do
