Kingspan septic tank not working

I've just wired the motor to a plug and it didn't work.

I then decided to test the caps resistance via the meter and on each received a '1' value. Does this indicate that the caps have blown?

You need a meter with a capacitance range.

Which range is your meter set to..... What does a 1 signify ?
 
This is how I had the meter set:

it reads 0 when together and 1 when apart.
 
I've just tested both of the caps via that meter setting Bernard and received no reading from either?
 
You should get a resistance between U1 andU2 run winding

and U1 and Z2 start winding
 
Touch probes together to check ok 0 ohms

Test between U1 and U2 Reverse probes and recheck..... Repeat with U1 and Z2.

Okay for the "Test between U1 and U2 Reverse probes and recheck....." - I receive a '1'

for "Repeat with U1 and Z2". - I receive moving digits counting to zero
