You need to dig deeper in to the numbers, you also can see the operational data on public AIS tracks.21% of those rescued, 3% of their rescues , guess statics not you strong point .

And where is busier ?Inshore rescue and river rescue boats are smaller inflatables they cost 1/10th - 1/50th of the cost of the all weather off-shore class.
Typically 2-3 people on a 50-250k rib.

The objective is to save lives. 21 saves this year. Well done to Kevin and his team. What a great job done with some modestly priced RIBs. Sadly not the busiest by any shot. Just 1/5th of those saved in or about French waters.And where is busier ?
