No, Tower station is the busiest, compared to any other single station, but not compared to the group of stations covering the channel, a single station couldn't keep up with the taxi service demands.

You've missed the whole point (deliberately), three lifeboat stations (maybe 4) operating Tamar class lifeboats possibly operating around the clock ferrying migrants back and forth across the channel represents a handful of callouts.

A jet boat or rib or rib on the Thames responding to people on boats falling down stairs or mistaking indigestion for a heart attack or people with a transgender crisis threatening to throw themselves off Vauxhall Bridge can represent dozens of callouts.
