It's all relative. I always remember the joke from Are You Bngein Served: what exactly is a one star hotel? Captain Pea cock replies: Put it this way there's no such thing as a no star hotel. If the hotel has spare off season capacity what the hell does it matter if its 4 starred, the government will get a good deal.
