If I've missed the blindingly obvious thing (he could have phoned Durham for help in London) I apologise. But that's all he had to do. Hi Sis, we're in trouble down here, will you come down for a few days? Ta". Sis would have been aiding the vulnerable, and could have stayed to meet the rules re self isolation. She would not have needed to stop, meet others, risking spreading the virus, or gone for a day out while there.
