The two scenarios aren't mutually exclusive. She was a remain campaigner and she has had to deal with several attempts to stop the brexit process altogether.

And I don't think I've ever seen anyone say it would stop immigration or that anyone wants to stop it but you certainly cannot control immigration as long as you adhere to the freedom of movement of people.

So until we get a trade deal done we will be trading on WTO terms. How long you think that will be.

Have you read about how weak WTO has become? What do you do in disputes?
 
We can control immigration under EU we simply chose not to enforce the three month registration rule.

It was freedom of movement but not if settlement.
