Range Tribune (Pressure at 0 & Cold radiators No heating ) Urgent help requested please

Hello, I am a new Tenant in an apartment flat. The Hot water is supplied by a communal mains boiler I believe, however we have this water tank/boiler in the apartment. I currently have hot water through the taps, but when I turn on the central heating my radiators remain cold. And the pressure on the tanks appear to be 0. This does not make any sense to me, since I have constant hot water. I have no idea how to work this boiler so I have taken many pictures. Any advice would be useful.

Your hot water is via an unvented cylinder - which is what the photos are of. Hard to make out, but on your recent photos the pressure does appear low, so if you can top it up, might fix your problem.
 
Yeah but I don't know how to top it up at all? any advice?

Not from those photos, but you should be looking for a flexible hose connected to 2 valves and one or to handles. Failing that, 2 valves with blank caps on them and a hose to connect.
 
Apologies, here are some better photos of the pressure gauge and all the blank capsI could find. I could n to find any detachable flexible hose though.

Unfortunately, still nothing to advise. No blank caps visible in those photos.
 
Can you show me an example of what blank caps are, so that I can have a better understanding of what i'm looking for?

There are two other pressure gauges high up on the right hand side of the cylinder, post a photo of these.

Also can you give all the details on the labels of the two motorized valves, might then be able to establish which one feeds the CH.
Can you follow any pipe(s) from the rads back to these motorized valves.
You system is probably something like the attached but not familiar to me.

Is your CH controlled by a programmer + a room thermostat or room stats, is this turned up?>

You should call out an engineer. If the boiler is communal other tenants may be having the same issue.

My Central heating Is controlled by A programmer, which is currently On +3 Hours, and the thermostat is at the highest. One of the gauges read 0 and the other is not in fact a gauge or valve at all, I believe.

Yes, I got the landlord to call out a plumber, he came with a screwdriver. The Communal boiler has had some trouble delivering hot water during peak times, but that issue appears to have been resolved. However Since I moved into this flat the radiators have always remained cold. Right this second I have boiling hot water through the taps, but the radiators are cold. I'm Completely baffled.
 
Do you know how to bleed air from a radiator ?
Your Honeywell programmer has a mode button ,bottom right corner,press it until the indicator ( currently in " off" mode for heating) moves up to continuous. Show us a picture once done, See if radiators start to heat.
Your landlord is wholly responsible to provide you with a fully working heating system.

No, there is most definitely no spare filling loop, or blank caps as you've described. There is a metallic Loop attached to the expansion tank however. (Im not sure if this is the same, but it seems permanently attached. See the first pic attached here)

I have provided the diagram from the Range Tribune manual. If I were to source a filling loop. Where would I attach it to? Im guessing the COLD INLET VIA DRAIN marked on the diagram, it has a spout which looks like it would perfectly fit the filling loop in your picture. The diagram says Cold inlet is the higher positioned Pipe on the bottom right of the cylinder, if correct, I followed it all the way back up to the incoming water mains. See attached pics.
