Do you know how to bleed air from a radiator ?
Your Honeywell programmer has a mode button ,bottom right corner,press it until the indicator ( currently in " off" mode for heating) moves up to continuous. Show us a picture once done, See if radiators start to heat.
Your landlord is wholly responsible to provide you with a fully working heating system.
Yes I have bled all radiators, there is no air in them, water comes out immediately. I have switched the heating to continuous as advised.

You should have another expansion vessel (usually red for CH) somewhere?.
Where does the other end of that long flexible hose go to?
Edit, probably no other flexible hose, I'm probably looking at a cable.

No there is only this white expansion vessel here in the property, the Flexible hose goes fro expansion vessel to incoming mains water pipe.

You should try and establish if the CH motorized valve is opened by identifying which of those two motorized vaves, once you do, once you pull on the manual lever, you should feel no resistance to pulling it over, thats assuming the CH is still requested via the programmer and roomstat as it is, just now, can you see whats written on both of them.

Switch off the HW, the valve whose lever is loose and floppy with no resistance when you pull on it will be the CH motorized valve.

The expansion vessel is only for your domestic hot water ,that is heated in the big white hot water cylinder.
I assume the rads still don't heat up ?
You have two motorised valves ,silver coloured metal boxs with electric cable going into each.
Feel the pipes either side of both of them and tell us if both valves pipes are hot going into and out of the valves

are you guys referring to these silver boxes are the motorised valves? if so, both pipes are hot. radiators still cold. On the valves it says Auto and MAN (for manual im guessing) both are set to auto.

Yes, ensure the HW is programmed off, now see if one of the levers is still easy to pull across, this means the CH valve is energised open.

Also, have you got a small tank with a ballcock in it it high up in the apt/building?
 
Using the motorised valve on the left of your pic ,there is a little lever sticking up on the top of the valve , slide it to the left ( manual)you will feel a little resistance ,and then latch it in position in the little recess at the end of its travel.
See if rads start to heat

When you say switch off the Hot water, do you mean the incoming mains water or the Hot Outlet at the top of the cylinder?

The Hot outlet at the top of the cylinder supplies hot water to the taps in the bathroom, shower, and kitchen.

The incoming mains, controls ALL water. if I turn that off no water will come in at all.

The hot water setting on the programmer is off, but despite this, we are always supplied with Hot water through the communal Boiler. So ive never needed to set that.

Mate I would have absolutely no idea about what a ballcock In the building is, when an engineer is usually called by estate management, they usually work downstairs in the engineering/plant room so I believe thats where the communal boiler is.
 
The pipes on the bottom of the radiator have always been a Luke warm/cold btw, strangely, one side is a little warmer than the other side on all radiators. Almost as if it wants to heat up, but it's either not getting enough hot water or doesn't have the ability to get much hotter than this. ALL Actual radiators remain cold. All bar 1, which is pitifully lukewarm warm towards the top, whilst the bottom remains ice cold. I couldn't even cal it Luke warm.

Don't do anything to the hot water . Just follow my last post.
No difference so far. after following your last posts instructions. All the while Central heating programme has been on constant for last two hours or so.
