Range Tribune (Pressure at 0 & Cold radiators No heating ) Urgent help requested please

Are all the thermostatic valves ( big white top, right hand side of rad in your pic) turned fully anticlockwise ?

Latch the other motorised valve to manual ,if rads still don't heat up you have done all you can and need an engineer to visit .
Don't forget to return both valves to auto once finished the test.

I have found some Pipe connections towards the back of the cupboard. The one that feels hot leads to the Motorised Valve, The other one feels cold and comes from the Boiler Return Pipe, at the bottom of the cylinder.

Despite this my pressure remains low, can you suggest any other way for me to top up the water in the tank, with a flexible Hose? What would happen if I attach a flexible hose from the cold inlet to the boiler return pipes? is it even possible? What about Re-pressurizing the expansion tank?

Do you know the make and model of the boiler? The expansion vessel is for potable water, not the heating water.

The boiler is what provides the hot water that gets pumped around the radiators ,and if it's communal as you told us ,it goes to all flats.
All the range tribune does
Is heats your hot water for taps .

If thats all the Range Tribune does, then why are there central heating components sticking out of it? Shouldn't the Communal boiler be direct tot he radiators then?
 
The hot water from the boiler runs inside the tribune ,through a heat exchanger,it doesn't mix with the tap water that surrounds it ,it just heats it up ( a bit like a radiator inside the tribune,with cold water surrounding it) the water ,heated by the boiler,is the same water that goes through your radiators. The motorised valves divert it to either heat the radiators ,or the heat exchanger in the tribune ,or both as required.
The tribune also has electric immersion heater ,so the cylinder water can also be heated electrically, but that's expensive ,and really best left for emergencies,such as boiler out of action.

It does go to the radiators and is on when there’s a demand for it from the room thermostat. You have an indirect cylinder (indirectly heated) which is heated using the central heating water which is diverted via a motorised valve when requested. Th heating
 
So unfortunely, there is nothing I can do then? Not even attempting to increase the pressure on the cylinder? I feel like this is my last hope.
 
Nope, as already advised,you need an engineer. Contact your landlord and insist on it.
 
Still like to know how the CH system water contents expansion is taken up, perhaps in the central plant room, IMG1736 does indicate a pressure of ~ 0.75bar?.
 
If your heating doesn't work, pester your landlord until they sort it out. It is their responsibility and part of what you pay all that rent for. They should also explain how to control the system and how to do basic maintenance like topping up system pressure if relevant.
