They are wrong. And there's loads of cases where they have been proved wrong - have a search in the planning forums. The height is measured from the highest adjacent ground, not the lowest.

re the roof. I'm not an SE, but I would do it as two kingpost trusses each end of the ridge, and a structural ridge between if you want the max vaulted space without the complication of steel a frames. You might find this helpful

Alternatively, have gables rather than hips and a full length structural ridge.

I agree but they sent us an email stating that in our application they would measure from the lowest point of adjacent ground and that if we disagreed we would need to submit a new application. I gave up as the builders were starting so we just lowered it all, annoying but i didn't have the energy to argue, especially as the neighbours all objected to the original plans.
