They are wrong. And there's loads of cases where they have been proved wrong - have a search in the planning forums. The height is measured from the highest adjacent ground, not the lowest.we spoke to the planners who said they measure from the lowest point of adjacent ground
re the roof. I'm not an SE, but I would do it as two kingpost trusses each end of the ridge, and a structural ridge between if you want the max vaulted space without the complication of steel a frames. You might find this helpful
