My main beef with the air tightness aspect is just how much of a gale the regs permit to blow through the house. There isn't much point winding insulation values down if one carries on permitting developers to leave gaping holes in the structure. The two standards aren't directly comparable, but to talk about UK regs in PH terms, a UK house is permitted something in the region of 10 to 20 whole house volume air changes per hour against a PH's 0.6
Hi D,
A heatpump can be capable of extractive 3-4ish kW from a suitable heat source, using 1kW input, that's the fascination with them.
They are constantly being developed, and you'll hear more about them in the future.
They're not always suitable, so as previously mentioned, any use must be assessed first.

As youv'e got mains gas then forget this s**t and get a new gas boiler or keep your old one running, uses more gas but a lot more reliable than modern boilers. I will keep burning gas and when they decide to ban gas boilers if they ever do I will buy a new one and storeit for the future.
