If your family is at risk of being killed in a war torn country, or starving in a famine, and you have the means to pay for one of them to escape, do you choose the smallest, the oldest, the weakest?
Or do you pay for the strongest, the fittest to escape via people smugglers, in the hope that a) they will survive, and b) they will survive and possibly return with some means to support the family and rebuild the home, and c) possibly prosper and be able to send for other members of the family to join them, and d) send some money back home to help the family, and e) maintain the family line?
Or maybe a combination of any of those?
