I guess, and I bet am not far wrong here, if no direct evidence of cause is found ... then electrics are blamed, easy innit !!
I wonder if that is ever broken down into faulty install, stupid usage faulty equipment ?
Of course we teach our kids at home and school about 'user safety' do we not ???
Where will most of those kids go from school ? Uni or college, probably, away from home likely, possibly staying in poorly maintained accomodation, which btw is a national scandal ... With a love of electrical goods, a lack of sockets and a desire to keep warm = parents nightmare .. when we find the multi sockets, trailing leads under foot etc etc!!

Maybe it was the high profile case a few years ago where a sparks" connected a sinktop's earth bonding to a live conductor causing death, it hit all the newspapers and may unfortunately have been one of the reasons for the crisis now.

Just out of curiosity, what would happen if you formed a limited company and totally ignored all these new regulations.

The reason I say this is that the big companies have literally got away with murder for years in the UK. Directors in both the building trade and railways, have escaped prison by our lack of corporate manslaughter laws.

I have read that certain groups(who already do kitchens and bathrooms) can go on a short course to reach the required standard. Has anybody heard what they do and the cost? I don't do this type of work but thought it would be helpful to anyone who does.
