The whole country has been in a form of lockdown since March, the government has paid out huge sums of money in furlough, business loans, grants, ongoing PPE costs etc etc, millions of people are suffering from being locked down, businesses are going to the wall daily.
Then a company develops a vaccine in a very short time span that, when given to the general public, can quickly alleviate all the financial and emotional pain and suffering people are going through and that company is prepared to sell that vaccine at cost but want indemnifying against future claims because they're making no profit on it.
