The video evidence has o be collected from all CCTV, body cams and the public.
Witnesses and participants have to be found, interviewed and recorded.
Cross-referencing of the evidence has to be completed.

The evidence for the rioters is recorded on police mobile CCTV and body cams at the scene.
And probably hinges on one event, such as throwing, menacing, punching, etc.

there will be hundreds of cases of violent assaults.....which happen in towns across the country every Saturday night, which dont get processed very quickly

there is no equivalence with setting fire to hotels and injuring dozens of policemen
