Funnily enough, no.
You might have noticed that our public services are in a dire state.
Public services, for the benefit of the nation, are paid for by public funding, at the expense of the nation, which means you and me.
If we want to have decent schools and hospitals, if we want to have police and prisons, if we want to have roads and recycling tips, if we want to have an army, we have to pay for them.
When we have a government pandering to voters who prefer a penny off their tax, to living in a decent country, we have to expect poor public services. That's where we are today.
Yes, I did dig the fence out and refit with a new one, but it was my fence. I was not working as trade fencer working for money, hence this being a DIY job.

I'm not disbelieving you.
I'm saying from the point of view of a lowly worker at the tip who is given rules to follow.
How does he know the difference? He doesn't, he just applies the rules he's given.
He probably hears "it's from my own house/garden" a dozen times a day

You can pay more tax if you think you don't pay enough.
The tax burden is supposed to be at its highest for years at the moment yet services are, I agree with you, in a dire state.
You must know that paying more taxes doesn't necessarily translate directly into better public services...
You inferred you were in your van.
But paying insufficient tax for decent public services definitely translates into worse ones.
For example:
"Britain’s fleet of submarines is “underfunded and under-resourced”, former Navy officers and defence officials have warned, after it was revealed that six attack boats have been stuck in port due to a lack of repair docks."
"But none of the class has completed an operational voyage so far this year, while one has been held at Faslane in Scotland, the HMNB Clyde, for two years, according to a report in The Sun newspaper and confirmed by people familiar with the situation."
"HMS Ambush has been at Faslane in Scotland since August 2022, while HMS Artful has also been in dock since 2023. The only Astute-class submarine to go to sea this year has been HMS Anson. It successfully took part in sea trials in the spring."

So your council's tip is not the only public service starved.

That's right, you left it till your 4th post to clarify you were in your car.
You're lucky where you are!
In London we have the emperor who charges us for breathing air and takes our cars away.
If you had known this at the start, you could have burned it down in-situ, and saved the effort of dismantling it yourself
