Affidavits are all hear say given by eye witnesses, but given under penalty of perjury. They are evidence, whether they are true or not can only be decided on by a court.
If the courts choose to dismiss the cases before examining any evidence at all, that in no way diminishes the affidavits, they are still evidence. They are just evidence that hasn't been heard, There are literally thousands of people serving long jail sentences in America based solely on affidavits from eye witnesses. What is it about that not being 'evidence' that you don't understand.
