I don't think so. Trump has had a long running dispute with Gavin Newsom over Trump's plan to move lots of water from the north of California to the South. But the problem was not shortage of water. It was the 70mph winds which fanned the flames and stopped the fire fighting planes from flying. Anyway, under Trump's plan, not a single drop of water would be delivered to Los Angeles. It's pure Trump BS.

Earlier in the week, he criticised Governor Newsom for refusing to sign the "water restoration declaration put before him that would have allowed millions of gallons of water" to put out the fires.

That is what Trump is referencing in his post blaming Newsom for the response to the wildfires, where he says the governor "wanted to protect an essentially worthless fish", Trump spokeswoman Karoline Leavitt has confirmed.

That's an interesting point. There was actually plenty of water. But Los Angeles' infrastructure has never been designed to pump the quantities required to the parts which needed it during this particular fire. Trump's plan to move water from the north would have had no effect whatsoever.
In my town, there is still an old "SWS" sign painted on a wall, pointing down an alley.
