You are conflating the modern concept of 'nation state' with the idea of a country.
Countries have existed before the idea of the nation state.
Palestine has existed as a distinct geographical identity for over a millennium.
It was an administrative unit under the Ottoman empire .
Is it a coincidence that Golda Meir claimed to be a Palestinian.
