Just scanned through the whole tawdry transcript. You're right, it's certainly not the same as the impression the edited audio clips convey.
I think on balance he IS trying to say what you quoted though, using his position as weight.
He's definitely trying very hard to pressurise. He's a clever liar, but he's still a liar. He's asserting all sorts of things which were not true, which fortunately the Georgia people were equal to. Whether what he did amounts to a felony I don't know, but I'd have thought so. He's almost threatening, certainly a bully and not fit for office.
It's weird, he clearly has a good enough brain to hold all those details and present them in order, and be careful not to actually threaten, but why is he bothering with things he knows perfectly well are just easily-disproved bó1lóx?
