What do you think will be new/changed in the 18th edition?

A change to unfused plugs would require such a major change to UK conceptual thinking that it's hard to see how agreement could ever be reached - not the least because the 'transition period' (presumably many decades) would be pretty chaotic!

But we did this starting in the late 40's. There's no reason to suggest we can't do something similar again, surely, whatever system is adopted?

True, but nearly 70 years on, I'd be surprised if there are not still at least a few "pre-BS1363" installations out there! More to the point, it could be said that the change from non-fused to fused plugs was a change in the 'safer direction' (connecting a fused BS1363 plug to a pre-BS1363 sockets circuit would not generally be a problem). Moving the other way, if people started using unfused plugs without all the appropriate changes to their installation, that could be unsafe, so that (decades long) 'transition period' would probably be more difficult to manage.

Yes, but in the late 40s there was a shared need to rebuild after the destruction of WW2, and also there was not a standard wiring system in use that needed to change. It would be a lot harder today.

All it needs is the will, the cojones, to make it happen.

It could be done in a very short space of time IF "they" wanted it to be.

All probably true. However, those conditions ("the will" and your "IF") would, in turn, probably only be satisfied if there were some perceived fairly compelling reason for making it happen - something which I reckon is probably somewhat lacking.
