Why in England was/is there a shortage of home born that these foreign skilled provide?

I've just realised that the Governor of the Bank of England is a Canadian. Logically, there must be no Brits more qualified than him for this job.

Lol, the only reason for this that I can think of is, if there is any kind of disaster he can disappear without all the ag if he had to stay here. Other being he's cheap
