I'd like to be able to schedule my outdoor lights to come for a few hours each evening but at a dimmed output.

I'd like the lights to be on fully if the PIR is activated, at any time in the night.

Could I wire a smart wifi switch in series with / feeding a dimmer and have a PIR in parallel to both ?

Would that achieve what I want and would be acceptable to do ?

If done properly, then yes, but the supply point of both systems, would need to be one single point of isolation.

I seem to remember reading, when installing one of my smart systems, that one could set up a PIR to integrate with it, but since I did not want that feature did not look at exactly how to do it.

This is the main problem with smart devices, you often don't know what it can do until installed. And each one has it seems something different to others.

Also, often it integrates which something you don't want to leave active, I know the sound integration on my living room lights uses the microphone in my phone, and also some use IFTTT.

You can outside lights that do exactly what you want off the shelf
Thanks, yeah I have one similar from Steinel although the one i have doesn't let me program it, it does have a basic light function with PIR. Do you know of other brands . The reason I ask is because I am looking for a particular light design and color and can't find one which offers the features I want built in.

Do not try to obtain any "Light-Design" with "features" built-in.

Obtain the "Light-Design" that you want,
the "features" that you want
and
wire them up - together.

Wiring in accord with the following Block Diagram should suit your "needs".

Thinking about this some more - I have a follow up question.

I have three external lights - two at the front path and one at the corner of the house.
Is it possible to have only the 2 path lights come on with the timer but all three come on if the PIR is activated ?

How can I keep the corner light off from the timer circuit but on with the PIR circuit?

It is possible.

However, you will need to add a RELAY - somewhere.

A "Block Diagram" of this is shown below.
