It's rather a cunning ruse by the Orange Idiot. If the shít hits the fan, he will fire them, throw them under a bus and replace them, without so much as fudge you. He will then say I didn't want to hire the guy anyway and blame who ever is stood next to him at the time for sanctioning them, and have them flailed out of Congress.
I can see that but is he intelligent enough to deliberately appoint incompetent secretary's of state ministers so he can blame them later? He will do that come what may. I think he wants to dismantle, or beat into submission,. the institutions he blames for holding him back, investigating and prosecuting him
