Ah now here they appeared to use the legislation against him.I read yesterday of the police fining some bloke who travelled to collect a new bumper for his car. He argued that it was essential car safety maintenance, but the police said it was a non essential cosmetic item.
DIY sheds are open and you can certainly buy a new pot plant if you like.
It is not the item that is essential it is the business that qualifies as essential. I personally think a bumper is essential as its function is beyond cosmetic. It protect property and reduces injury to pedestrians if its fitted to any car under 10-15 years old. However, purchasing the item from a private seller is not within the listed exemptions. Though plod need to be reminded it is not considered an exhaustive list.
The legislation is actually a proper mess. They didn't re-invoke the https://www.legislation.gov.uk/uksi/2020/350/regulation/9/made law, which everyone understood (but was repealed in the summer) they amended the tier restrictions placing all of England in to Tier 4 and enhancing the restrictions for Tier 4
