Yes, so has ours - they need even more funds to pay for pensions ............... but they never disclose this

So simplistic approach then - if they don't know how much money they are getting in how do they know they are bust?

They budget ahead and find it is impossible to even meet basic services. Or it is a Thurrock situation i.e. complete recklessness. Bring back surcharge.
