this is a dead body retreaval situation not a life or death situation a decided by several professional people.

i do not for one second think any off the services would hesitate and go for a rescue if there was even one percent chance he was alive

It was a boating lake, no one knows whether the man could have been helped. The only way to find that out would have been to drag him out ASAP then worry about it. There is NO excuse for a gang of so called emergency services personel to stand around like gawps in that situation whatever you may say. Not even for one minute, not even if they would have got a bit wet, not even if there might have been toxic mud, or aggresive ducks, or reckless canoeists, or if they had a bit of a headache.
Is that clear.

The point is it doesn't take a superhero to wade into a boating lake to pull somebody out. Just somebody with two arms and two legs.
Some things are indefensible, people like you who try to defend this kind of behaviour are only fit to have the pizz taken out of them.

I honestly have to agree with Sooey. What the "Emergency Services"
did was (and should be) indefensible. There can be no excuse , even under H&S legislation , for failing to consider that this chap could have been alive when they first arrived on scene. To wait 26 minutes , can't be defended at all.

The only fact we do know is :- We do not know when this wretched mans life expired.
Therefore anyone on the scene with any sense of human feeling would have wanted to do something in the hope of preventing any further human stress/ torment.

Anyone wading into a 3 feet deep lake is at risk of being sucked into quicksand. I used to fish in such a lake, 3 feet of water above 4 feet of silt, you wade into that and you will drown.

It was a manmade boating lake, concrete base, a few leaves at the bottom.
