A vessel is not in distress just because you think it’s unseaworthy otherwise half the crap in marinas would be pulled over by the authorities and people would constantly be checking if a vessel was in distress.

Do you think the vessel magically becomes in distress at the territorial limit?

not true, its clearly easier to get to france than the UK, so it makes sense they have a higher refusal rate, although its not massively different as acceptance rates for France in 2023 were 52% and they took more asylum claims in 2023 (167,432)

And the claimants differ in each country from which they came...

Thus acceptance criteria varies dependent on which country or origin the recipient country believes is safe or not safe.

Anybody with intelligence realises that the majority of refugees stay in the region and those that don't, disperse widely.
