I do not know . It is just a wire in the attic I came across that seems chewed and disconnected.
The fuse gives a big spark out in the fuse box downstairs when I replace the fuse. I am not sure if it is related to that wire or somewhere else.

It was meant as a joke.Fair play, but the OP seems to be suggesting that his consumer unit has wired fuses (and presumably no RCD)

If needing to 'ask questions' about it meant that the person concerned was 'disqualified' from doing something (anything), then NONE of the countless means of 'seeking advice' would ever get off the ground..... However, as EFLI has implied, it's a question of what questions are asked (or comments made) that give some insight into the likely competence (or otherwise) of someone to undertake a particular task.
