If your machine runs at a constant speed - i.e it doesn't have a throttle lever - then you can expect this. Basically the governor is controlling the engine speed and as it does so the air flap on the carburettor is continuously opening and closing which does give the air/fuel mixture a bit of a hard time. Briggs and Stratton engines are notorious for this, and yours is a Chinese copy.
Even with a hand throttle the simple carburettor doesn't have such an easy job to control the fuel mixture. Only dive in if the engine is hard to start or tends to stall when pulling hard.
Also, these carbs are pretty basic and don't have the facility to fine tune them....you'll need a Honda for that!
