It sure is a mess ..... Makes you wonder if there is an answer.
Should our laws not be written more tightly to narrow interpretation ?
Thus stopping the costly business of 'testing' the law ? It's a bit like Part P for the sparkeys ... If laws are tight with intent clearly shown, then the testing should be cursory and not the in-depth, scandalously expensive gravy train of today !!
