OP, you should set your boiler to a min of 10C above the hot water thermostat set point, normally 55 C to 60 C.
Then to speed up reheat you need to reduce the anti cycling time set on the boiler to the minimum of about 3 minutes.
Otherwise the boiler gets up to 70 C and turns off for 10 minutes or whatever long anti cycling is set.
As David says the turn down ratio is very important.
So is not oversizing of the boiler. You have not given us any information on this but I suspect your boiler is very oversized.
